Resource balancer

Yo.

Was wondering if you could check up on the ressource balancer. It seems to me that it doesn't read the maximum warehouse values correctly or something as it keeps requesting ressources to villages even if their full. Makes no sense to me.

It should check warehouse capacity and check the amount of incomming ressources before requesting/sending more ressources.

Maybe add an avoid full warehouse feature, were it will spend more ressources on troops e.g, when the building queue is maxed.
