Send Army Issue

I keep getting this every time I try to send a real or fake train. I have tried about 10 times and I tried setting them to all the same ms and I have tried spacing them out up to 100ms apart. I've even tried spamming more Sarmy attacks with no success. SArmy will only send 3 consecutive attacks in a second for some reason, and the first one (or two, three, four if you spam more attacks) will get this error.

I also tried deleting the backup data, still no luck.
